Secondary schools' threshold requirement for class operation may be adjusted, sources say

Sources say the government plans to adjust secondary school's threshold requirements for operating a class.

The current threshold is set at 25 students per class. Public and subsidised secondary schools can currently operate one class if they receive 25 students. 

If there is an extra student, the schools can set up another class for the same year. This means if they have 26 students, each class will be made up of 13 people.

Sources say the Education Bureau met with school representatives on Tuesday and discussed the matter.

Authorities said the future demand for schools will decrease because of the structural trend of a declining population of school-age children. They said student's learning opportunities and environment may be affected by the low-enrollment, and authorities need to review the relevant policies.

Sources also say the government may require schools that have set up four Form 1 classes to apply for the operation of five classes by the next academic year.

Lawmaker Tang Fei said such a requirement would make it harder for small schools to survive. He said the less popular schools would compete against each other trying to take in more students.
