Hung Shui Kiu/Ha Tsuen to adopt smart and green mass transit system

The government is planning to adopt a smart and green mass transit system in the Hung Shui Kiu/Ha Tsuen New Development Area.
The system doesn't require physical tracks or overhead electrical cable, enabling flexible routing and service frequencies.
Authorities say aritificial intelligence will be incorporated into the system's traffic lights based of real-time road traffic.
The smart and green mass transit system in the Hung Shui Kiu/ Ha Tsuen New Development Area will be about 16 kilometres in length, and it will comprise three lines.
Line 1 will run through the whole development area, connecting Nai Wai and Chung Fu. Line 2 will run between Lau Fau Shan and Tin Shui Wai Station of the MTR Tuen Ma Line. While line 3 will link up Tin Shui Wai Station and the Yuen Long South New Development Area.
The Civil Engineering and Development Department, or CEDD, said Line 1 will be built first.
Line 1 will stretch about 4.5 kilometres with seven proposed stations. But the department said which type of smart and green transit system is still to be confirmed.
CEDD Project Manager Benjamin Chan said the potential candidates could be the "Bus Rapid Transit" (BRT) or the "Autonomous Rail Rapid Transit" (ART).
He said the buses in BRT usually have two compartments and can carry about 130 passengers at one time. Vehicles in ART can accommodate about 180 people. Chan says the maximum capacity can reach 8,000 to 10,000 passengers per hour.
According to the design plan, most of the system has dedicated roads. At the major and busy road junctions, grade separation arrangements will be adopted to segregate the system from other road-based traffic, such as building an overpass.
But for some other areas, the system will have to share the road with other vehicles.
Chan also said a real-time adaptive traffic signal system will be put in place to achieve smooth traffic flow.
The whole system is expected to be completed by 2031. The first phase of the tendering and construction work will begin next year.
Smart and green mass transit systems aren't for new development areas. It was brought up in the Chief Executive's Policy Address in 2023.
Apart from Hung Shui Kiu/Ha Tsuen, the government is also considering separate systems in Kai Tak and East Kowloon where bypasses and tunnels will be adopted.
The government hopes the overall transport situation will be improved, unleashing development potential of these areas.
