ICAC charges ex-productivity council staff and client in suspected tech fund fraud

The Independent Commission Against Corruption (ICAC) has charged three ex-employees and a client of the Hong Kong Productivity Council for allegedly defrauding the Innovation and Technology Commission of funding, totalling over 7 million dollars on two research and development projects of the HKPC and falsifying accounts.

The three productivity council workers, aged between 46 and 64, were the General Manager, Principal Consultant and Project Officer at the time and the remaining 52-year-old defendant is a director and shareholder of Inlight Technology.

The four defendants were released on bail, pending their appearance at the Eastern Magistrates Courts on Thursday for mention. The prosecution will apply for transferring the case to the District Court for plea.

Between September 2015 and August 2023, the group allegedly concealed quotations and delivery records in financial documents, inflated sponsorship costs and used other deceptive tactics to fraudulently secure subsidies of 3.1 and 4 million dollars for two separate projects.

They also reportedly arranged 40,000 dollars in cash rebates to the clients involved.
