The 2012 Lamma Island ferry tragedy claimed 39 lives.

A coroner's inquest will begin next Tuesday, nearly 13 years after the incident.

The hearing will not include a jury and is expected to last 60 days.

The court is expected to summon maritime experts and consider statements from 410 witnesses.

Chiu Ping-chuen, a survivor of the crash, said he made a promise at his sister's grave that he will seek answers and accountability.

When the Hongkong Electric vessel Lamma IV collided with the passenger ferry "Sea Smooth," it sank in under 2 minutes.

People on board Lamma IV were on their way to view the fireworks display on National Day.

An independent inquiry later found the vessel lacked watertight doors and didn't match its approved design. There were also insufficient life jackets.

The captains of both vessels and two senior government officials were eventually convicted and jailed.
