Authorities plan to ban possession of all alternative smoking products

The government proposes to ban the possession of all alternative smoking products in the city starting from April 30th next year.
Authorities will submit first reading of the tobacco regulation ordinance amendement bill to the Legislative Council next Wednesday. The proposal says the first phase will prohibit people to possess alternative smoking products in public areas, including heated tabacco products and smoke bombs. A fixed penalty of 3,000 dollars will be introduced.
The government may expand the regulation by banning the possession of alternative smoking products across all venues. From January 1st, 2026 onwards, non-smoking areas at places, such as kindergartens and hospitals, will be expanded by three-metres from the designated entries and exits. It will also be illegal to smoke and queue at certain locations. Offenders will be fined 3,000 dollars.
The govenment plans to increase the penalty for illicit cigarettes by 2027, with the highest being seven years in prison and a fine of two million dollars.
