Secretary for Transport and Logistics Mable Chan revealed 16,000 people have applied for the comprehensive written exam for ride-hailing drivers.
Applications for operating platforms close next Friday.
Speaking on a radio programme, Chan said authorities will review the proposals promptly to decide how many companies get the green light.
Chan hope this initiative attracts capable and experienced platform companies to operate in Hong Kong.
The key was their commitment to setting up a team and aligning with the policy that ride-hailing cars and taxis can coexist and complement each other.
Chan added the government will compare proposals based on passenger experience, such as wait times and vehicle allocation, to select diverse and competitive options for the public.
