On Pak Court on Anderson Road, Kwun Tong, has been found to have
widespread paint peeling and blistering on its exterior walls
after just more than a year of occupancy.
Multiple areas of paint on the upper-floor exterior walls of the estate
have peeled off, exposing the gray concrete underneath,
with suspected cracks visible in some spots.
Workers in suspended gondolas were seen carrying out
surface painting and repair work.
The Housing Department states it received reports from residents
regarding these issues in July and has urged the contractor to conduct
a comprehensive inspection. The inspection confirmed cracking, blistering,
and other flaws at various locations on the exterior wall paint.
It is estimated the root cause was either incomplete cleaning of dust
before applying paint in certain localised areas, or improper painting craftsmanship.
The contractor is currently carrying out repairs and aiming
to complete them by middle of this month.
On Pak Court is Hong Kong's first Home Ownership Scheme project built
using Modular Integrated Construction or MiC technology.
It provides 420 units, and was constructed by Shui On Construction.
Residents began moving into the estate in July last year. A few months later,
some units experienced water seepage, at which time noticeable gaps
or cracks were visible around many exterior wall pipes entering the units.
