Cuba's parliament is seeking global support amid fears of possible US military action, according to the assembly.
Ana Maria Mari Machado said the National Assembly of People's Power had sent a letter to the Non-Aligned Movement, the Inter-Parliamentary Union, and the Latin American and Caribbean parliament, among others.
The letter warned an attack on the island nation would "destabilise the Latin American and Caribbean region".
She added the letter said Cuba was willing to engage in dialogue with the US "on the basis of respect for our sovereignty, our political system, our self-determination, and the principles of international law".
During a meeting of the Caribbean trade block Caricom in Suriname, regional foreign ministers slammed the US for threatening military action, continuing the decades-old embargo and starving Cuba of key supplies.
President Donald Trump has repeatedly suggest possible military intervention- a threat that takes on greater weight after the administration announced criminal charges against former leader Raul Castro.
Federal prosecutors last week unveiled an indictment that accuses Castro of ordering the shootdown in 1996 of civilian planes flown by Miami-based exiles, on charges including murder and destruction of an airplane.
