U.S. President Donald Trump has signed an executive order that would impose a tariff on any goods from countries that sell or provide oil to Cuba, a move that could further cripple an island

plagued by a deepening energy crisis.

Trump said: "Cuba is a failing nation and you have to feel badly for Cuba; they've treated people very badly. We have a lot of Cuban Americans who really were treated very badly, and they'd probably like to go back.

And no, I'm not trying to, but it looks like it's something that's just not going to be able to survive. I think Cuba will not be able to survive."

This as Secretary of State Marco Rubio said that he wants to see a change in the government of Cuba, but avoided saying whether the Trump administration would try to force current leaders to step down.

Senator Brian Schatz, a Hawaii Democrat, asked Rubio to rule out a U.S.-backed regime change in Cuba.

Rubio declined. He is the son of Cuban immigrants who has long advocated for actions to pressure a change in the nation's government.
