The Hong Kong Federation of Trade Unions Occupational Safety and Health Association summarized last year’s workplace safety situation, stating that at least 37 fatal industrial accidents occurred last year, resulting in 42 deaths. The construction industry was the hardest hit.
The association said that of the 37 fatal industrial accidents last year, the construction sector accounted for 20 cases, causing 24 deaths, including the large-scale scaffolding collapse at the Kai Tak site, as well as multiple construction workers who died in the fire at Wang Fuk Court in Tai Po.
The association believes action is needed at the source to improve construction site conditions and reduce accident risks. It recommends clarifying the responsibilities of project participants—including developers, contractors, design, management, and frontline personnel—strengthening deterrence, and fostering a positive occupational safety culture.
