Secretary Tse: HK remains market-driven under first Five-Year Plan

Amid concerns over whether Hong Kong is shifting towards a planned economy upon the release of its Five-Year Plan, Secretary for Consititutional and Mainland Affairs, Janice Tse says the document only sets projected targets for development, adding that foreign chambers of commerce give positive feedback.

Speaking on a radio program, Tse says the plan is a forward-looking and strategic document, as the government remains market-driven and acts only as a facilitator in sectors such as Northern Metropolis, high tech and finance.

Tse suggests Hong Kong should innovate rather than rely on past successes and aligning with national development does not mean the city is being strictly planned by the state.
