The Hong Kong SAR Government has launched a two-month public consultation for its first Five-Year Plan, with the goal of its release in the third quarter.
Secretary for Constitutional and Mainland Affairs, Janice Tse Siu-wah said the Five-Year Plan and the Policy Address and the Budget will compliment one another.
Tse said: “The Five-Year Plan is a large, top-level strategic document. You can think of it as a grand blueprint with a vision, a major strategy, and important tasks.”
“However, the annual Policy Address and annual plans will be adjusted according to the economic environment at the time, allowing for appropriate coordination and implementation. The allocation of public resources is crucial.”
The Budget can review the situation at the time and establish priorities to support the implementation of the Five-Year Plan. The entire framework is organically integrated, bringing Hong Kong's future development into line with the vision and goals.
