Housing Authority responds to fatal incident at WTS Estate

The Housing Authority said it is highly concerned about the fatal incident at Upper Wong Tai Sin Estate and expressed its deepest condolences to the deceased’s family and the injured person. It added that it would fully cooperate with the police investigation.

The authority said the deceased was a person requiring special care. The case had earlier been referred to the Social Welfare Department for follow-up and assessment. After receiving the department’s recommendation, the authority approved an application in June for a transfer to another flat within the estate. The deceased had been awaiting the allocation of a suitable unit.

Before the incident, the deceased had complained to the estate office about noise from a pet dog in the flat above.

HA says the tenant of the upper-floor flat had been granted permission by the authority to keep a companion dog in the unit. After receiving the complaint, the estate office followed up each time, including conducting several surprise inspections. Staff did not hear any barking or detect any noise nuisance. The office had also not received similar complaints from other nearby residents.

A 25-year-old victim is in critical condition in the intensive care unit after being slashed multiple times with a knife by his downstairs neighbour in an elevator at Upper Wong Tai Sin Estate on Saturday morning. 

The assailant later plunged to death.
