A 25-year-old man was later found to sustain multiple knife wounds on his head and torso inside an elevator.
He remains in hospital in critical condition.
After investigation, it was revealed the victim lived one floor above 46-year-old perpetrator.
The man slashed the 25-year-old while the victim was entering the elevator before returning to the unit and plunging to his death.
Police say the deceased had a history of mental illness, and the pair had argued multiple times over noise issues.
Some lawmakers say the Housing Department should allow more flexibility in rehousing applications as police say the deceased had applied for relocation, but the application has been under review.
