Consumer Council appoints Catherine Kwan as Deputy Chief Executive

The Consumer Council announced that former Assistant Commissioner of Police Catherine Kwan Tsui-ching will assume the position of Deputy Chief Executive of the Consumer Council on July 27, succeeding the retiring Francis Ho Ying-foo.

Kwan joined the police force in 1988 and served as Assistant Commissioner of Police before her retirement.

The Consumer Council said her extensive experience and outstanding leadership will help further enhance consumer rights protection efforts and strengthen consumer education, market monitoring, and the overall effectiveness of public services.

Kwan will succeed Ho Ying-foo, who will retire on July 1. Ho Ying-fu previously served as Senior Superintendent of Police and joined the Consumer Council in July 2020.

The Consumer Council expresses its sincere gratitude for her outstanding contributions over the years.
